How to do it? Start by applying black eyeliner as you normally would. Apply black mascara as well as black pencil on the lower lashes and now get the blue glitter eyeliner and apply it on top of the black eyeliner. This is a great way to make the blue glitter eyeliner sparkle! You can also choose not to apply the black eyeliner underneath but I believe it looks better with it because it makes your eyes pop!
